Francis McIlveen
Advisory Council Member
Since 2022, Francis McIlveen has worked as a consultant to Community Land Trusts and related affordable housing organizations, providing technical assistance and coaching to both emerging and established groups. Prior to this work, Francis spent nearly 20 years at the Northern California Land Trust in multiple capacities, overseeing real estate transactions ranging from helping low-income families buy and sell CLT homes to acquiring, financing, developing, and stewarding new projects, including donated properties. Francis continues to serve as Real Estate Broker for NCLT’s Community Realty. Over the course of this work, Francis has overseen nearly all aspects of acquisition and rehabilitation for anti-displacement housing projects and has provided technical assistance and training to housing cooperatives and homeowners’ associations. For several years, Francis also effectively served as co-director at NCLT, handling organizational and fiduciary responsibilities including contract negotiation, financial instruments, audit participation, and executive-level operations. In addition to this work, Francis has been an advocate for Community Land Trusts in local and state policy, institutional finance, and regulatory contexts, and was a founding board member of the California Community Land Trust Network. Earlier in his career, Francis taught ceramics and worked in disability benefits advocacy for unhoused people with mental disabilities.
